Family Practice Physician needed for service in support of the Deployment Health Center (DHC) at Naval Hospital 29 Palms, CA focusing on Post Deployment Health Re-Assessment (PDHRA) tasks. Two primary goals of the DHC are to remove barriers to patient care for service members returning from deployment and to identify emerging health conditions related to deployment. As such, the DHC staff shall actively market to, identify, and seek out patients for whom services are appropriate. Services shall only be performed at clinical locations throughout the hospital’s service area that provide direct support to deployment health.
Physician (Family Practitioner)
Qualifications.
Have graduated from a medical school approved by the Liaison Committee on Medical Education of the American Medical Association or the American Osteopathic Association or certification by the Educational Council for Foreign Medical Graduates (ECFMG).
Have graduated from a residency training program in Family Practice approved by the Accreditation Council for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association or those Canadian training programs approved by the Royal College of Physicians and Surgeons of Canada or other appropriate Canadian medical authority.
Possess a current, valid, unrestricted license in one of the fifty States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands.
Possess board certification in Family Practice.
Be a citizen of the United States
Hours of operation. In general, the Deployment Health Center operates from 0730 to 1630 Monday through Friday, except on the day of observance of Federal holidays which it is closed. DHC hours may be adjusted at the discretion of the Commanding Officer (CO). DHC hours shall extend past the scheduled closing time to complete treatment of scheduled patients. The last patients of the day generally have an appointment time 15 to 20 minutes before the scheduled clinic closing time. The DHC services will necessitate contract health care workers to travel to or occupy spaces at a Military Treatment Facility (MTF) branch clinic, Battalion Aide Stations (BAS) or other MTF facilities in order to coordinate with the post deployment training schedule of a Unit.
Services are not usually required on the day of observance of Federal holidays. HCWs who are required to work on a holiday, will receive an equivalent amount of compensatory time.
The contractor physicians will each accrue 10 hours of personal leave (annual plus sick) for each 80 hours worked and shall be subject to leave approval in accordance with Section C.
Contract physicians will not be responsible for after hours call.
Duties. As assigned, each HCW shall perform the applicable duties given in Section C of the basic contract plus additional duties given below.
General. As directed, all contract HCWs shall participate in outreach and marketing of the PDHRA program and services provided. As such, the health care workers shall liaison with the Line Commanders, screen patients, provide treatment when appropriate, educate returning units on the availability of the service and coordinate follow-on care.
Liaison. All HCWs shall travel as directed to various branch clinics or Line Units within a 35-mile radius of the hospital. Additionally, HCWs may be required to travel to provide temporary services at outlying clinic locations beyond 35 miles. Travel to the outlying locations beyond a 35 mile radius of the hospital will be reimbursed according to section B of the basic contract.
All HCWs shall communicate with the Line Commanders to make them aware of the Deployment Health Center benefit, clarify who is eligible to receive services, and to initiate the screening process. Communications will take place at the clinic and “in the field”, with the Line units.
The family practitice physician shall work with MTF or contract provided HCWs to contact Line Commanders and schedule initial screenings in coordination with MTF processes.
The DHC contractor HCWs shall provide deployment health screening services to all service members either individually or in groups, at the clinic or at the Line unit as determined necessary.
The contractor Family Practitice Physicain shall perform Deployment Health screenings, assess the results and refer patients for further treatment as indicated.
